The existence of a special website for leaked documents from international standard-setting body would appear to suggest major transparency problems.

The reality is more complex. The leaks come with a wink.

It’s an open secret that the hundreds of documents on WCITLeaks.org come directly from the website of the International Telecommunication Union.

The documents are not available to the general public on the ITU website. The WCITLeaks operators use a password given them as members of the U.S. delegation representing a nongovernmental organizations. U.S. officials won’t officially disclose the ITU documents, although they are not “classified” or “sensitive.”…
