It’s an open secret that the hundreds of documents on WCITLeaks.org come directly from the website of the International Telecommunication Union.
The documents are not available to the general public on the ITU website. The WCITLeaks operators use a password given them as members of the U.S. delegation representing a nongovernmental organizations.
